Senior Medicare Patrol
About SMP
Senior Medicare Patrol (SMP) helps Medicare and Medicaid beneficiaries avoid, as well as detect and report health care fraud. SMP protects beneficiaries and helps to preserve the integrity of the Medicare and Medicaid programs by recovering and avoiding the billions of dollars typically lost to health care fraud each year. Nationwide SMPs recruit and teach thousands of volunteers annually within their states and territories to help in this effort and serve the Medicare beneficiaries. SMP Volunteers work in their community, educating their peers about health care fraud, how to protect their identity and how to review their Medicare Summary Notices. For more details on this program go to the Senior Medicare Patrol Resource Center. |

Funding
SMPs are funded by the Administration for Community Living. SMP activities support ACL’s goals of promoting greater independence among older adults and people with disabilities.
In 1995, the Administration on Aging, which is now under the ACL, became a partner in a government-led effort to fight fraud and abuse in the Medicare and Medicaid programs through the implementation of a project called Operation Restore Trust (ORT). During its demonstration phase, ORT returned $23 for every $1 spent, looking at the fastest growing areas of Medicare fraud, including home health care, skilled nursing facilities and providers of durable medical equipment.
SMPs are grant-funded projects of the federal U.S. Department of Health and Human Services (HHS), U.S. Administration for Community Living (ACL). The work is accomplished primarily through volunteer outreach and education. SMPs give presentations at senior centers, exhibit at events and health fairs, and work directly with Medicare beneficiaries. These volunteers teach their peers how to:
